What's CELPIP?

CELPIP (Canadian English Language Proficiency Index Program) is a fully computer-based, standardized English language test recognized by Immigration, Refugees and Citizenship Canada (IRCC). It is used for permanent residency applications, Canadian citizenship, and professional designations such as nursing and early childhood education.

Administered by Paragon Testing Enterprises — a subsidiary of the University of British Columbia — CELPIP tests your ability to use English in real-life Canadian situations. Unlike academic English tests, every task reflects day-to-day communication: phone calls, emails, conversations, and news.

Test types

  • CELPIP-GeneralTests all four skills (Listening, Reading, Writing, Speaking). Required for most PR and citizenship applications through IRCC.
  • CELPIP-General LSTests only Listening and Speaking. Accepted for Canadian citizenship applications and some professional bodies.

CLB score scale

Scores are reported on the Canadian Language Benchmark (CLB) scale from 1 to 12. Express Entry uses the CLB to assign Comprehensive Ranking System (CRS) points — a CLB 9 in all four skills gives you a significant advantage. Most skilled worker programs require at least CLB 7 across the board.
